The old town of Nang Rong is the best place to base yourself for a visit to Phnom Rung, Muang Tam and the other sights of Buriram province. Phnom Rung is only about 20 kilometers from Nang Rong.
There's not much to the small city. There are a few places to stay, some reasonably good restaurants along the main highway and near the lake, and not much else. Nang Rong can be a pleasant enough place to wander around but there's nothing here for those craving a little excitement.
The only practical way to get to Nang Rong, other than driving yourself, is by bus. Some Buriram-bound and most Surin-bound buses from Bangkok's Mor Chit bus terminal will stop in Nang Rong. Buses can be quite comfortable, which is important for a five hour journey. Various companies operate on the route, so you can get a bus at just about any time of day or night. I can highly recommend Sombat Tour (web site in Thai only), which has buses that leave Bangkok at 10:00 am and 9:30 pm daily.
There are very few accommodations in Nang Rong, although there is more than in Buriram Town. There are a few small guesthouses. The best of the more traditional hotels is probably the relatively new The Park Nang Rong. See the Buriram Expats site for additional options.

The Park hotel in Nang Rong, Buriram province. The Park Nang Rong is probably one of the best accommodation options in Nang Rong. Of course, that's not saying a lot, since there is very little to choose from, but The Park is quite a comfortable place to stay for a few nights while you take in the sights. The relatively new hotel, opened in 2010, is located near the lake at the center of town.
